  Carer Breaks

  I manage a short term accommodation program in SA. The eligibility criteria ia basically a degree of genuine need.   There are many respite centres that offer short term breaks to those who qualify under their particular set of criteria but very few centres that offer the same short break for those who may be under 65 or who may have a short term need, eg post operation etc.

  A listing of those centres who offer an affordable short break to those in need - not primarily a financial need as there is still a cost to be borne by the client - would assist these clients to access a break perhaps more often or in a different setting.

  We cater for the aged and also those with disabilities and those who may require a break after a long term health treatment. The client may be a carer or not, may be a care recipient or not but must have a genuine need for an affordable short term break.

  We liaiase well with the many agencies funding respite breaks but it would be great to have a listing of those centres which are available to those who often ' fall through the gaps'.

  This cetrainly includes families with young children and those who are younger disabled. This often involves 24/7 caring by the family unit and it is vital to all family members to have a break in a new setting to recharge the batteries.

  A listing of those centres able to provide this accommodation would be a valuable tool to many families who provide care and to many people who find mainstream accommodation does not suit their needs.

  It is well known that farmers throughout Australia, indeed the world, are committing suicide and self harming at rates higher than most other professional groups. As a general rule, farmers, particularly the men, tend not to communicate openly about their concerns and how they may emotionally struggle as issues arise. This trait, coupled with (often generational) geographical isolation and a ‘proud’ tradition of independence makes them one of the most reluctant ‘at-risk’ groups to seek mental health support when they need it.

  Today, in 2010, with climate change, continuing drought, increasing technological change and a rapidly appreciating Australian dollar adversely affecting exporters, Australian farmers need specialist support and information more than ever.

  The proposed Farmer’s Friend – Telephone Helpline would be a specialist, national service. The Farmers Friend – Telephone Helpline would run along similar lines to the existing generalist helpline, Lifeline, but with some significant differences.

  Firstly, the proposed helpline would be a peer to peer service, that is, it would be staffed by specially trained farmers and retired farmers.

  Secondly, the staff would be trained in counselling and broad information and referral services that specifically relate to farming and the circumstances farmers and their families find themselves in.

  A peer to peer service would more often than not provide the extra confidence vulnerable callers would need to feel comfortable with accessing the service. The dual training in counselling and information and referral services provides the opportunity for both emotional support in a crisis and practical support around specific issues as they become apparent.

  The information and referral services would be broad based and would include support on how to find federal, state, local government and community services and also on linking the caller to other farming groups and business enterprises that may have relevance to the caller.

  Sharing GIS Layers

  It would be extremely helpful for our organisation if Government departments could share their Geographical Information System layers such as soil types, topography, NRM Boundaries, local government boundaries, vegetation types, vegetation condition etc. Currently if we wanted this information some of it is available through NatureMaps, however if we wanted to use this information using the ArcMap program we would have ...more »

There could be a central Government website where this information is stored and updated whenever new layers or information becomes available. Each not-for-profit could pay an annual membership fee to access this information and download it for storage in their own database, with reminders sent from the Government department in control of the website whenever the information is updated.

  Local Community Directory

  Develop a directory/map of all LOCAL government service providers,including their days and times of operation. As well as government services and what each service provides, it would be great to add a list of local businesses and individuals. Within our community we have a lot of people who are qualified to perform certain jobs eg. electrician, plumbers, and to use these people rather than people outside of the community ...more »

  Within our community we have a lot of people who are qualified to perform certain jobs eg. electrician, plumbers, and to use these people rather than people outside of the community would build our community capacity and increase local community participation.

  Also included in the community directory could be the location of Justices of the Peace, Bus timetables, referral phone numbers for family emergencies and what to do locally in the event of an emergency eg bushfire.

  Meeting Rooms, Meeting People

  At the Victorian Association for the Teaching of English (VATE) we often let out our 60 seat capacity flexible use meeting room and we have found there to be terrific demand. By simply rubbing shoulders with other not-for-profits we learn a little and share ideas. We would like a major database of all the meeting spaces available. Organisations could find venues for small conferences, annual general meetings and special events at prices that are friendly for not-for-profits.

  I would like to see an online community that is focused on linking the arts industry to the education sector – primary, secondary and tertiary levels. This could include a number of different sections: + information on artists / companies / festivals.   I would like to see an online community that is focused on linking the arts industry to the education sector – primary, secondary and tertiary levels.

  This could include a number of different sections:

  + information on artists / companies / festivals. This could be useful for student research for assignments and also for teachers to learn more about companies in their local area as well as across the country. This should include links to external websites.

  + information on schools – contact details for teachers / heads of department, outline of arts curriculum and activities for that school. This could be useful for parents seeking to send their children to schools with established programs in a particular area of interest, and also to professionals and companies trying to engage with the education sector. It would give the arts community a reference of what is important to and currently established within the education sector.

  + an online forum / wall where professionals / companies / students / eductors can engage in dialogue about the eduction sector. This could create professional development opportunities and also engage teachers and professionals to create real arts experiences for students.

  + information on project funding opportunities. This would be useful for professionals and companies as well as teachers / educators and also for students. A section on philanthropists and corporations that have education / development focus would also be useful. This way, when companies / artists and educators come up with a great project to engage young people (from engaging in dialogue through the online forums), there will also be a central location to source funds to execute those projects / opportunities.

  + links to databases like Music Australia and Picture Australia. But also to APRA, PPCA, LPA and other industry bodies.

  + it would also be interesting to have links to the Australian Bureau of Statistics data on Australian’s arts and entertainment habits. This would be useful for student research for assignments, but also for teachers and arts companies when creating applications for funding.

  GovDex is a collection of several off-the-shelf open-source tools for collaboration, each of which (in its current configuration) falls short of meeting WCAG2 (and ATAG) guidelines in some way.

  IDEA

  That government take the lead in licensing some of their own public content with Creative Commons licenses, share the process and challenges of doing this and encourage/assist nonprofits to do the same.

  WHY THE IDEA?

  From my experience at small nonprofits and in local government, staff were often wondering "what other people were doing" in their area, including

  - policies

  - plans and strategies

  - community programs

  - educational brochures and factsheets

  - website content

  - images, graphic design, flyers

  - brainstorming (like here!) and visions for the future

  The way they found out was through existing networks (usually confined to that local city and that particular sector eg arts, health), conferences, meetings and the web.

  After finding what you wanted, the next question was "Hey, that's good, can we use that too?"

  Sometimes people contacted them and asked, sometimes they didn't, and sometimes they took little bits and changed things round so it wasn't recognisable.

  EXAMPLE

  A website I am redeveloping about young people's relationships is hoping to borrow (and credit) great existing online content, text and images, made by other nonprofits, but there's no easy way to do this, other than write to them all individually and ask, unless they've used tools like Flickr or YouTube that clearly state the intended use.

  One nonprofit in the US that I contacted was in the process of licensing ALL THEIR CONTENT into Creative Commons content, including some with a "payment attribution" license attached, but this one small org is the only one I found attempting to remodel the way they control and share their information resources.

  WHY DO IT?

  When local governments or nonprofits share a common goal, and may not have the money or time to employ experts to develop content or programs or strategies, the ability to easily see and use other people's ideas and content appropriately and with proper acknowledgement would make a big difference.

  It could improve the quality of content overall, improve citizens access to government information through easier online searching, and connect nonprofits and their audience with other likeminded nonprofits and their audiences and users - everybody wins!

  Finally, of course many nonprofits do compete with each other for people's donations, grants, attention, volunteering time, and may not want to lose contro of content they have worked hard on or paid lots of money for - but firstly, you'd be surprised, and secondly, from my experience there and from what I see online, there is still a huge willingness to support each other that does not really exist in the for-profit world...

  GOVT 2.0 and CREATIVE COMMONS

  I am still a bit fuzzy as to goverment's role in this, so please add your own ideas and thoughts...

  I've heard the Qld government considered CC licenses, and I see that of the ideas posted here related to govt and CC licensing issues too. Maybe the goverment using CC licenses themselves is not an essential part of this idea, but that they could encourage and facilitate nonprofits to consider and possibly implement the CC model...

Whilst NFPs are able to access this information through the website or over the phone, there is no simple way for them to access mailing lists (either electronic or post) to promote their NFP services to consumers in need. The result is that NFPs must consume a proportion of their Government funding to extract this information manually every time they promote their services. As new services emerge, contact details change, or services cease to operate, NFPs need to update their mailing lists, consuming even more resources. Ultimately this means less resources are dedicated to providing support for carers and consumers, resulting in a need more for funding or services.

If unemployed or unskilled people are aware of skill shortages in particular areas or region, they can then follow the links to suitable governemnt funded courses or fee paying courses run by RTO's in that region.   Conferences provide an opportunity for Government to relay information directly to a targeted audience who have gathered to discuss specific issues of local, national and international importance. Because websites are now commonly used for registration and delivery of the information from the conference, there is an under utilised opportunity for Government policies, positions and information to be delivered prior to, during and after the conference. My suggestion is to work with the Media Unit in the Government Department, to provide either a short video, audio or written statement on conference websites to relay information, initiate debate and seek feedback on the issues being addressed at the conference or those that are imprtant to the Government. For example, the Australian Society of Fish Biology (not-for-profit professional association www.asfb.org.au) hosted the Indo Pacific Fish Conference in Fremantle. The WA minister was invited to address the participants and afterwards the transcript and audio of his speech was made available by the Media unit via a website. This concept could be developed much further to allow Governments and conference participants to exchange information and views. This would improve communication on contemporary issues such as the implications for Climate change for fisheries and the aquatic environment, which is to be addressed in July 2010 at the Melbourne Museum.

Within the house is a further struggle between family members, and some struggles are related to education, to culture, to religion, to parenting. There are very good tenants in places, but assuming that most families in state housing are low income families, the home within the state house is a place where all struggles meet. That makes struggles a reality that’s not going away in any rapid speed. Unfortunately, the outcome often nurtures social problems for communities; the tenancy becomes a place of violence and crime. There are enough problems in the house for everyone to go around even for refugees, ethnicities, education, health, poverty, abuse, and so on.

  I am not proposing to share personal information between government and the not for profit sector, but relative information to bring the not for profit sector into working more with housing staff and tenants. Some of these not for profit volunteers are themselves tenants and the idea aims to encourage him/her to be more responsible. Sustaining struggles endure relationships and partnerships all around, and responsible tenants can make a better community. The value of not for profit volunteers is the bind behind stable communities.

  For some time now I have been assisting the Mangrove Mountain Emergency Planning & Communications Committee Inc. in a widely dispersed rural area, firstly with a website (www.mepcc.org.au) and then with reorganising and updating a database used for a ‘Telephone Tree’ for alerts and emergency community communications. Registration is voluntary.

  If we talk to people face-to-face we get a good response, but if we advertise and provide forms the response to sign up is minimal. What is galling is that there is nothing private about the information we need to make contact: it is all in the phone book or available in various Government Departments, including the local Council.

  Trolling through the area phone book is not practicable for volunteer resources, nor are personal visits to properties, and Council, for example, says it cannot assist because of Privacy constraints.

  We are now considering using the Early Warning Network system (www.ewn.com.au) to provide multi-channel communication. This includes voice-to-landline messages, bearing in mind that many in our area cannot get mobile reception.

  All we want to do is send one message to invite the all community members to opt-in and provide details. We suggest the Privacy Commissioner should be allowed to authorise that the information be provided and contact made, if satisfied that it would be in the interests of ‘public safety’, under Schedule 3 of the Privacy Act 1988 (Cth) as amended to 14 September 2006.

  With the EWN gaining acceptance, and in support of the soon to be released National Emergency Warning System (NEWS), we believe this has wide implications for many communities.

  The 100+ Club is a completely unfunded social club for centenarians. It aims to improve social interaction of centenarians while allowing members to connect to and meet with people their own age - something we take for granted.   We find our members through our own research in media, friends and family of current members and occasionally Government contacts forward us the details of centenarians who have inquired through a local member about a letter from the Queen, the Prime Minister, the Premier and the Lord Mayor.

  What would help the 100+ Club become bigger and better and maybe even improve our chances of gaining funding would be if the births, deaths and marriages information was somehow made available and the 100+ Club was automatically advised of a person in Australia turning 100. If this is in breach of privacy laws, perhaps an information pack could be sent to people as they turn 100 on behalf of the 100+ Club.

  Mosman Library run an incredible outreach program and have a fine track record in the online space. They put social networking tools like blogs, flickr and twitter to good use and have developed a standalone site, 'Mosman Memories' which acts as a space for "past and present residents of Mosman to share memories of their street." The site is part of the living history program that is run by the Library, and is in my opinion, ...more »

  NLA Newspaper Beta

  A personal favourite of mine is the National Library of Australia's newspaper beta. This site "allows access to historic Australian newspapers digitised as part of the Australian Newspapers Digitisation Program."

  I like the:

This includes making improvements to existing data sets so that they can be included on a map, in a timeline, or semantically linked to related data. The site is designed with citizens in mind and requires no specialised knowledge to use, other than the ability to browse web pages.

  Many Community and Not-for-Profit organisations require up to date information retrieved from Government sources when preparing submissions or reports associated with their activities.   Many Community and Not-for-Profit organisations require up to date information retrieved from Government sources when preparing submissions or reports associated with their activities.

  What if this data could be readily available, once sourced, on an aggregated web space such as an iGoogle or Google Reader page, or an organisations own web page, using a series of Federated Searches across a range of datasets to produce contextualised RSS feeds that keep this information current and in one space?

  The Advanced Search facility in edna – www.edna.edu.au could be enhanced to provide a similar functionality for searching a range of Government datasets.

  The other day as I reversed out of my driveway, a pedestration halted to wait for me. I then indicated - sorry, I hadn't seen her. She then pointed forward. I wound down my window and she asked me if I was offering her a lift. I was more than happy to give her a lift to the bus station.

  It occurred to me that there are many people who wait at bus stations and other places who wouldn't mind a lift somewhere. I always (and many others) have a spare seat. If one could be given somekind of certification (somewhat like a police check), certified to offer lifts, then people who need transport could feel safe to ask and flag down a passing car with the certified sticker on it. It would be up to the driver to stop or not. But the person who requires the lift would have surety. If we who travel in our vehicles could offer a seat up to another person, the number of buses, cars etc on the roads would fall. This is a bit like the emergency schemes for the 1980's when we had train strikes; people would car pool. All that is needed is that a certification process supported by the police be put in place.

  One of the barriers to publication/disclosure of useful data sets is that it is a low priority compared other policy or service delivery obligations. The reality is that agency heads prioritise activities towards those things that are critical to delivery of their outputs and that are reported on in annual reports. Publication and disclosure of data requires effort (to ensure that the data is 'clean', accurately described ...more »

  One of the barriers to publication/disclosure of useful data sets is that it is a low priority compared other policy or service delivery obligations. The reality is that agency heads prioritise activities towards those things that are critical to delivery of their outputs and that are reported on in annual reports.

  Publication and disclosure of data requires effort (to ensure that the data is 'clean', accurately described by metadata and in accessible formats etc.) and creates risks (arising from erroneous interpretation, conflicting data sources and exposure of things that are inconvenient for the Government in terms of the control of policy discussions etc.) As a consequence we shouldn't be surprised that agency heads regard publication of data as a relatively low priority compared to many other more pressing operational responsibilities. It is a 'nice to have', not an essential activity – and is a risk that is perhaps best avoided.

  This will be unlikely to change unless publication of data sets to acknowledge as an 'official' function of the agency. One way to do this would be for each agency to be required to identify a catalogue of data sets to be made available to the public and for publication of these to be included in the agency's formal outputs. Annual reports would then include an analysis of the agency's performance at publishing the agreed data sets.

  This would make routine publication of an agreed core catalogue of useful and relevant data sets a mandatory activity - rather than something that is done on a voluntary and piecemeal basis.
