Networks of locally governed, independent Not-For-Profits, [such as the Local Learning and Employment Networks in the Education Sector, or PCP's in the health sector in Victoria], supported by Government, are prime vehicles to source, combine and advocate local needs across many sectors and at a scale {multiple LGA's] to improve the focus and quality of targeted Government service provision.
This model can be scaled nationally very easily.
We have examples online of what has been a simple prototyping exercise we have run over the last 12 Months.

It combines State and Fed data plus UNIQUE commissioned data at sub-regional level.
This includes NEW MEASURES.
High quality, real-time scale-specific data is the challenge. Local networks have access to tactically important information. Agencies/Govt have strategically important data but not at scale that is easily translated.
Assertion: Government service delivery models [in most cases] are well beyond their use-by-date and still suffer from one-size-fits all. If not this, then at least very LIMITED flexibility in variation. Rural-Metro divide is the most obvious.
Example: Student-At-Risk and State-wide/National disengagement Policies.
Communities and Govt need to combine [at least]
*School level data [enrolments, absence's, family background etc]
*Local-regional labour market data [In context of State and National Skills planning]
*Local-regional health/outcomes data
*Local-regional socio/eco data
to have any hope of understanding the UNIQUE community in which they are working.
Place-based planning needs to identify UNIQUE Local [Township/SLA] and Regional Trends [Multi LGA] and be available simultaneously to Shire CEO/Eco Development, School Principals, Regional Agencies, State and Federal Agencies.
Place-based independent networks can [and have] commissioned key pieces of specific "missing data" at sub-regional and Local level and combine this within a framework of state and National needs.

This is the mash-up that is needed to extend the data-sets.
Output:
*Real-time mapping/tracking at all scales. Context specific info for practitioners and policy makers, same data, different scales.
*Real-time longitudinal trend mapping
*Real-time high need alerts
Summary:
• Better policy needs Evidence-based planning for “place” level
• Institutional data-sets are calibrated [generally] at the wrong scale
• “LLEN” or “PCP” initiatives [Victoria] are not easily supported at Data level [but could be]
• No real technological barriers, many cultural / jurisdictional
