Government agencies have produced a substantial amount of videos over the years, that can help people solve their interaction challenges with government, get educated about new initiatives, access general news or find out other information. These videos tend to be well buried within agency sites. An additional exposure for those videos can be achieved through a government video portal along similar lines to the proposed data portal (data.gov.au).
Such a portal will provide improved access through video searchability. It will provide uniform handling of videos across agencies, e.g. with uniform metadata (title, description, tags, categories). If can further provide a uniform ability to e.g. crowd source captions and audio annotations. In general, accessibility will be improved.
In a first instance, such a portal would only aggregate videos and their metadata from existing published videos from government websites. This can be achieved through video crawlers for agency sites, or through direct mediaRSS feeds from the agencies. The central aggregation would then only store unified metadata and links to the original videos on the agency sites.
Ultimately, this can lead to the development of a central government repository for video from which government agencies will be able to publish videos (a "GovTube") rather than to which their videos are aggregated in search engine fashion.
Finally, a central government video collection such as this is a great start for creating digital TV channels with government information.
