  While not a tool that directly serves the public, GovDex is:

  "...an Australian Government initiative that supports collaboration across government. It provides a secure, private, web-based space for government agencies to manage projects and their stakeholders, share documents and information, and manage secretariat responsibilities."

  GovDex is a collection of several off-the-shelf open-source tools for collaboration, each of which (in its current configuration) falls short of meeting WCAG2 (and ATAG) guidelines in some way.

  The SLIP Developers Program is a unique government/private partnership that leverages the expertise and responsiveness of the private sector to provide information solutions from the vast amount of government data available through the online Western Australian Shared Land Information Platform (SLIP). As government is the major collector of data throughout Australia, the program provides online access to SLIP for authorised developers who are able to quickly respond to the public’s needs for information anywhere and anytime providing a complete understanding of the interest area. This developers program, led by Landgate (the Western Australian Land Information Authority) is positioning itself as a workable model that utilises Web 2.0 technologies to allow governments to collaborate with community groups, provide information and ensure the needs of citizens for complete information are being met.

  Recently, Landgate has established a seed funding model for authorised SLIP Developers to identify opportunities that will develop new and innovative ways of delivering, analyzing and using the data made available through SLIP. This seed funding allows developers to invest in a ‘proof of concept’ that can be showcased to gain support and further investment. An example from the seed funding model for the program is the development of a location-based service tool that draws upon crowd-sourcing technologies to deliver information from SLIP, customised to the needs of the public, and linked to other Web 2.0 applications such as Facebook. This tool would not have been possible without the linkages of government information and private sector expertise providing cohesion between social networks, citizen needs and government information.

  Landgate (WA) - Shared Land Information Platform

  One example of openly accessible public sector information that exists within state government is the Shared Land Information Platform (SLIP), a Western Australian cross-government initiative spearheaded by Landgate, the state’s authority on land information. SLIP brings together spatial datasets from approximately twenty agencies (mostly at state level, but also some from local and federal level), and disseminates them online through WMS and WFS services. I should point out here that each agency retains FULL custodianship of their own data; SLIP provides the means to publish that data online from a single point.

  Landgate has a significant amount of information which is freely available, including WMS products through our map viewer, WA Atlas (https://www2.landgate.wa.gov.au/waatlas/). Other data, including cadastral, topographic and imagery data is also available to all, at a cost. Landgate is presently considering Creative Commons licensing as part of the National Government Information Licensing Framework Project.

  While there are a diverse range of datasets available through SLIP (the full list can be found at https://www2.landgate.wa.gov.au/slip/portal/services/datasets-available.html) I note there is some overlap between what has already been suggested and what Landgate could contribute:

  -Administrative boundaries: Suburbs, localities, Local Government Authorities and even individual council wards

  -Land title information: Cadastral information

  -Road and railway line data

  -Topographic data, particularly spot heights, contours and points of interest

  -Community facilities such as Public Access Ways and building footprints

  -Native title data

  -Aerial photography and imagery

  SLIP data can be accessed in a variety of ways, including the aforementioned WA Atlas, or using any of the GIS applications available.   Whole-of-government intranet (with Gov 2.0 tools)

  To support interaction within disciplines across government, and promote the understanding and use of online collaboration tools, the government should develop and appropriately fund a whole-of-government intranet. The Victorian government already does this, supporting public servants across the state to learn from each other and collaboratively develop ideas and solve issues.   To support interaction within disciplines across government, and promote the understanding and use of online collaboration tools, the government should develop and appropriately fund a whole-of-government intranet.

  The Victorian government already does this, supporting public servants across the state to learn from each other and collaboratively develop ideas and solve issues.

  The expertise within government is immense - to provide a more efficient and effective public service this needs to be shared across departments rather than relying on face-to-face networks.

  This intranet would use blogs, wikis and forums to support discipline and project-based collaboration. Like taking Govdex to the 'nth' degree.

  It would also support the communication of whole-of-government information to departments on an even and timely basis.

  Collaborative definition of Stakeholders

  The Taskforce could provide a wiki like page for community groups and government agencies to register their interests/assets in Public Sector Information. For example, potential datasources that aren't published openly could be identified and against them, potential applications could be defined. Community groups could define what kind of PSI they already use, what kinds of data they would like to use and how they could ...more »

  The Taskforce could provide a wiki like page for community groups and government agencies to register their interests/assets in Public Sector Information.

  For example, potential datasources that aren't published openly could be identified and against them, potential applications could be defined. Community groups could define what kind of PSI they already use, what kinds of data they would like to use and how they could improve the utility/quality of that information.

  This would make it easier to see at a glance the potential benefits of opening PSI and what value is being lost by restricting PSI.
