Presently, no common way of describing a public consultation seems to exist. I don't imagine that a calendar or API of 'current / closing soon / recent closed' consultations being conducted by government could exist without first finding a way to aggregate the consultations easily?
This wouldn't strictly be a dataset so much as a feed or calendar, allowing citizens to easily browse and discover consultations by topic, tag, agency, jurisdiction or date.

Free access would enable the creation of Australian versions of watchdog services such as public.resource.org in the US.

As government is the major collector of data throughout Australia, the program provides online access to SLIP for authorised developers who are able to quickly respond to the public’s needs for information anywhere and anytime providing a complete understanding of the interest area. This developers program, led by Landgate (the Western Australian Land Information Authority) is positioning itself as a workable model that utilises Web 2.0 technologies to allow governments to collaborate with community groups, provide information and ensure the needs of citizens for complete information are being met.
Recently, Landgate has established a seed funding model for authorised SLIP Developers to identify opportunities that will develop new and innovative ways of delivering, analyzing and using the data made available through SLIP. This seed funding allows developers to invest in a ‘proof of concept’ that can be showcased to gain support and further investment. An example from the seed funding model for the program is the development of a location-based service tool that draws upon crowd-sourcing technologies to deliver information from SLIP, customised to the needs of the public, and linked to other Web 2.0 applications such as Facebook. This tool would not have been possible without the linkages of government information and private sector expertise providing cohesion between social networks, citizen needs and government information.

Due to the work I have done over the past 9 years - and my 30 years plus as a public servant - one of the things that concerns me is the gap between Gov 2.0 and what happens within Agencies. If we don't get the internal wheels spinning in sync with the external then we have 'drag'.
My observation and experience indicates that what needs to happen is for the walls within and between Agencies to become more permeable so that good ideas from the community can get in and so that those of public servants can be shared. With each other and the community which we are part of. Nothing new in that really.
Agencies can no longer be fortresses and the community can no longer afford to be the cost of them being so.
I think the big blocker in all this is corporate areas within Agencies. They need to stop being fortresses within.

This is inline with current international models of funding services for people with a disability. It is imperative for this new policy direction to be effective that people with a disability have comprehensive information about service providers to enable good decision making.
We see the need for the development of an interactive website, incorporating web2.0 software that contains information about service providers that would assist people with a disability with purchasing services. These service providers could come from the traditional disability sector or from the general community.
The interactive website would allow service providers to upload the following types of information:
Regions where services are delivered
The type of services
Flexibility of service deliver
The cost of services
Policies and procedure
Contact details of providers
The interactive website would also provide the opportunity for people with a disability to find and connect with one another around self-directed approaches. The website would:
Allows people to register and connect with others to discuss the polices/ information
Opportunities for people to comment and provide feedback
People to pose and answer questions
Access information to support the uptake of self-directed approaches
People with a disability to share their experience around their uptake of this policy
Uses RSS feeds to dynamically input information and updates from other websites.

There is a huge demand for independent housing for persons with ongoing mental illness. Our organisation is addressing this demand through the establishment of independent living units in Melbourne (completion date Sep 2010). Although we are following a Boston University model of care to provide support to the tenants of these new units,we are seeking models that have been developed in Australia which could be easily adapted for our circumstances.

Persistent URL resolver services are well established in the scientific community but rely on the goodwill of a few key institutions to provide the resolver services.
To guard against link rot and to support semweb activities it makes sense for the government to have its own resolver. PURL server source code is open source so the cost is minimal.

Whilst NFPs are able to access this information through the website or over the phone, there is no simple way for them to access mailing lists (either electronic or post) to promote their NFP services to consumers in need. The result is that NFPs must consume a proportion of their Government funding to extract this information manually every time they promote their services. As new services emerge, contact details change, or services cease to operate, NFPs need to update their mailing lists, consuming even more resources. Ultimately this means less resources are dedicated to providing support for carers and consumers, resulting in a need more for funding or services.

That government take the lead in licensing some of their own public content with Creative Commons licenses, share the process and challenges of doing this and encourage/assist nonprofits to do the same.
WHY THE IDEA?
From my experience at small nonprofits and in local government, staff were often wondering "what other people were doing" in their area, including
- policies
- plans and strategies
- community programs
- educational brochures and factsheets
- website content
- images, graphic design, flyers
- brainstorming (like here!) and visions for the future
The way they found out was through existing networks (usually confined to that local city and that particular sector eg arts, health), conferences, meetings and the web.
After finding what you wanted, the next question was "Hey, that's good, can we use that too?"
Sometimes people contacted them and asked, sometimes they didn't, and sometimes they took little bits and changed things round so it wasn't recognisable.
EXAMPLE
A website I am redeveloping about young people's relationships is hoping to borrow (and credit) great existing online content, text and images, made by other nonprofits, but there's no easy way to do this, other than write to them all individually and ask, unless they've used tools like Flickr or YouTube that clearly state the intended use.
One nonprofit in the US that I contacted was in the process of licensing ALL THEIR CONTENT into Creative Commons content, including some with a "payment attribution" license attached, but this one small org is the only one I found attempting to remodel the way they control and share their information resources.
WHY DO IT?
When local governments or nonprofits share a common goal, and may not have the money or time to employ experts to develop content or programs or strategies, the ability to easily see and use other people's ideas and content appropriately and with proper acknowledgement would make a big difference.
It could improve the quality of content overall, improve citizens access to government information through easier online searching, and connect nonprofits and their audience with other likeminded nonprofits and their audiences and users - everybody wins!
Finally, of course many nonprofits do compete with each other for people's donations, grants, attention, volunteering time, and may not want to lose contro of content they have worked hard on or paid lots of money for - but firstly, you'd be surprised, and secondly, from my experience there and from what I see online, there is still a huge willingness to support each other that does not really exist in the for-profit world...

I am still a bit fuzzy as to goverment's role in this, so please add your own ideas and thoughts...
I've heard the Qld government considered CC licenses, and I see that of the ideas posted here related to govt and CC licensing issues too. Maybe the goverment using CC licenses themselves is not an essential part of this idea, but that they could encourage and facilitate nonprofits to consider and possibly implement the CC model...

There is currently no state or national database for registering or searching information about enduring power of attorney documents. Enduring documents provide for the appointment of another person to make financial and other important decisions when an individual loses their decision making capacity.
The lack of any database results in the inadvertent appointment of multiple attorneys, facilitates family conflict and encourages fraud, particularly against elderly people. Financial abuse of older people is increasing rapidly as Australia’s population ages.
The Solution:
Centrelink and the ATO are amongst the largest government departments in Australia. Almost all Australians are brought into regular contact with their services.
An opportunity exists for either or both of these departments to enhance the information held by posing a request for voluntary answers to the following simple questions:
1. Does any person hold an enduring document in relation to you?
If Yes,
2. In whose favour is the power (ie who is the nominated attorney)?
and
3. When did you sign the enduring document?
The information would be become a publicly searchable document, via the internet, subject to the following provisos:
• The searcher must register as a database user by providing satisfactory identification; and
• The searcher must agree to leave a public record of their search.

We need a channel of funding and project governance which supports the initiation, funding, resourcing & measuring of what I'd call "Wild Hare" projects. These are projects which may fail, or may be wildly successful - we don't knwo when we start them. So they are inherently risky, and so ...more »

Wild Hares need to be funded on an ongoing (financial year to Fin Yr) basis - and probably best led out of a central agency.
Wild Hares are means by which we test if a Gov 2.0 innovative idea has legs.

I believe that the Australia government needs to have an ongoing social innovation support program, supporting not-for-profit organisations to provide public value through reusing government data.
This would help develop the area, encouraging innovation and improving the provision of public information to the audiences who need it.
