I disagreeThe NZ government has recently put out a proposal for ideas on a commercial arrangement with industry in the area of identification management. http://www.dia.govt.nz/diawebsite.nsf/wpg_URL/Resource-material-Identity-Verification-Service-Online-identity-services-commercial-relationships?OpenDocument
This concept could be applied to other data and to other areas of government service delivery in the Gov 2.0 space.

I disagreeRemove restrictions on the physical location of government data so that government data by default is stored on commercially operated facilities. Requiring data to be stored within a physically owned and operated government facility is no longer necessary in a connected world. Remove restrictions on the physical location of government data so that government data by default is stored on commercially operated facilities. Requiring data to be stored within a physically owned and operated government facility is no longer necessary in a connected world. Security and restriction of access can be addressed by commercial organisations. This will allow agencies to take advantage of the latest technologies, to take advantage of the economies of scale and reduce the costs of administering and maintaining data.

I disagreeFinancial organisations can give zero interest loans in a profitable manner provided the government guarantees the deposit made as a result of the loan. The government does not guarantee the loan only the money deposited as a result of the loan. The government can stipulate that it will provide this guarantee for loans to finance infrastructure development that meets government 2.0 objectives. Government agencies, ...more »
Financial organisations can give zero interest loans in a profitable manner provided the government guarantees the deposit made as a result of the loan. The government does not guarantee the loan only the money deposited as a result of the loan.
The government can stipulate that it will provide this guarantee for loans to finance infrastructure development that meets government 2.0 objectives. Government agencies, private individuals, or other organisations will all be free to apply for loans.
The financial organisations (normally the banks) will set the loan conditions and will monitor the investments to ensure compliance.
