The citizen needs to go to the centrelink website and examine each benefit individually to determine whether or not they are eligible for the benefit. In fact it's not even easy for a citizen to determine if they've examined all possible benefits.
A much better system would work as follows:
You visit the www.mybenefits.gov.au
www.mybenefits.gov.au asks you a sequence of questions
As you answer each question on the right hand side of the screen you see which benefits you are definitely eligible for, those which you are not eligible for and those which you may be eligible for.
As you answer more questions benefits move from the may be eligible for to definitely are or definitely not eligible for.
www.mybenefits.gov.au could even be extended so that it remembered your answers and notified you that you had become eligible for a benefit at a later date because the eligiblity criteria changed or alternatively you had entered your date of birth and you were now a bit older.
www.mybenefits.gov.au could also notify you when a new benefit became available for which it couldn't determine from your saved answers whether or you were eligible for it.
